Council of State Governments Justice Center Offers Blueprint for Reentry Success and Creating a Reentry Council in Your State

North Carolina launched a new Joint Reentry Council (JRC) to lead its Reentry 2030 goals under Executive Order 303. The council brings together agencies across housing, health, workforce and technology to coordinate services for people returning from incarceration. Early priorities include expanding digital literacy supports, strengthening local reentry councils, and creating a public data dashboard to improve transparency and accountability. The JRC offers a roadmap for other states seeking to align cross‑agency efforts and improve economic mobility, public safety and long‑term reintegration outcomes.
